I agree this would be great if we can sort the logistics that others have raised. Even if it’s not promoted widely and therefore more for villagers, such as those of us without drives for whom installing chargers at home might be difficult as someone else has said!
Logistics could be a nightmare. Who pays for installation, presume you pay to use them, what if you want to use it and someone parks overnight, if at village hall would they "block off" spaces reducing number of spaces available for hall users. This would mean more cars parking on the road. 2030 is not the end of petrol and diesel cars supposedly you will only be able to buy NEW cars that are electric but its a long way off. Hydrogen cars will be developed by then and we can stop dredging the ocean bottoms for minerals to make batteries for the cars.
Also a brilliant facility for people who live in the village but do not have access to a power point without trailing cables across pavements

Interesting idea, Andy... Others have suggested that we might install charging points at the village hall... And would be pleased to hear what others think on this.
